Chair, Environment, Housing & Infrastructure Scrutiny Panel
23 January 2025
Dear Chair,
Re: 2025 Legislative Programme
Thank you for your letter dated 20 January regarding my legislative programme for 2025. Residential Tenancy Law
The draft amending legislation to the Residential Tenancy (Jersey) Law 2011 is now at a very advanced stage and final reviews are being undertaken in preparation for this to be presented to the Assembly.
It is my firm intention that the proposition be lodged before the end of Q1 2025. Unfortunately, I am unable to give you a detailed breakdown of the final stage we are at because it is currently an iterative process with Law Drafting Office and the Law Officer's department to complete and check the legislation for presentation to the Assembly, as soon as may be possible.
Consistent with our earlier discussions, I emphasise that I wish to work with the Panel to ensure you are afforded sufficient time to consider the draft Law before it is ultimately debated. To this end, I intend to issue an advanced copy of the draft Law to the Panel, together with a further private briefing, to aid your preparation as far as I can.
I will be in touch again in the coming weeks to make these arrangements, and I look forward to hearing how the Panel wish to scrutinise my proposals, so that I can ensure this is accommodated into the process.
I trust that the above is of assistance but please get back to me if anything further is required. Yours sincerely,
Deputy Sam Mézec Minister for Housing s.mezec@gov.je
