ADMINISTRATIVE MATTERS

  1. Opening Remarks

Welcome from the Chair and an opportunity for Members to bring any matters of interest to the attention of the Panel.

  1. Records of Meetings

To note and approve the record of the meetings held on 24th, 27th, February and 5th, 6th, 7th March 2025.

SCRUTINY MATTERS

  1. Work Programme for 2025

To note the Panel's current work programme and discuss the programme of work for 2025.

  1. Scrutiny Briefings

To note that the Panel is scheduled to receive the following briefing from Government officials:

(a) 28th March 2025: Private Briefing to Children, Education and Home Affairs Scrutiny Panel from Minister for Education and Lifelong Learning

  1. Scrutiny  Review:  What  protection  do  children  in  Jersey  have  from  online harms?'

To receive an update from the Committee and Panel Officer on the status of the review , including:

  1. Receipt of various written submissions.
  1. Receipt of letters from the Minister for Justice and Home Affairs, Minister for Children and Families, and Minister for Education and Lifelong Learning.
  2. To review draft letters to other stakeholders.
  3. To note that a public hearing has been arranged with the Minister for Justice and Home Affairs on Friday 4th April 2024, and to discuss areas of focus for the Panel's question plan.
  4. To note that a public hearing has been arranged with the Minister for Children and Families on Thursday 24th April 2024, and to discuss areas of focus for the Panel's question plan.
  1. Draft Jersey Gas Company Amendment Law 202- (Amendment Law')

To note that the Minister for Justice and Home Affairs lodged the Amendment Law on 11th March 2025 and to discuss the Panel's approach to scrutiny of the Amendment Law.

  1. States Business

To  review  any  recent  Ministerial  Decisions  and  Reports,  consider  any  items  of business for forthcoming States meetings which fall in the Panel's remit and consider any questions that the Panel may want to ask.

  1. Update about Panel communications and media

To receive a verbal update from the Panel's Communications Officer.

QUARTERLY PUBLIC HEARINGS

  1. Follow up from previous Quarterly Hearing

To note and discuss the letter received from the Minister for Justice and Home Affairs on 27th February 2025.

OTHER MATTERS

  1. Question submissions to the Jersey Opinions and Lifestyle Survey 2025

To note that Statistics Jersey has offered the Panel the opportunity to develop two of its proposed question areas for inclusion in the 2025 JOLS survey and to discuss these in further detail.

  1. Violence  Against  Women  and  Girls  (VAWG)  Taskforce  Recommendations Progress: Scoping document for a standalone hearing

To review and agree next steps regarding the Violence Against Women and Girls (VAWG) Taskforce Recommendations Progress: Scoping document for a standalone hearing.

  1. Site visits

To note a schedule of site visits that had been arranged for the Panel in 2025.

To note and discuss areas of any other business.
