1.  Panel Membership and Vice-Chair

The Panel noted that membership of the Review Panel included Deputy Hilary Jeune (Chair), Deputy Kristina Moore , Connétable David Johnson and Deputy Montfort Tadier .

It was agreed that Deputy Kristina Moore would be appointed as Vice Chair.

 

2.  Declaration of interests

It was noted for the record that Deputy Jeune (Chair) was previously the Assistant Minister  for  the  Environment  with  responsibility  for  energy  and  climate  change (September  2022-January  2024)  and   Deputy  Kristina   Moore  was  previously  Chief Minister (July 2022-January 2024).

Deputy Jeune informed the Panel that during her time in office as Assistant Minister for the Environment she had regularly interacted with contacts at Jersey Electricity and Jersey  Gas.  She  also noted that  Dr Mark  Leybourne,  who  owned  a  wind  energy consultancy business across the Channel Islands, had sought to speak with her with regards to Jersey's offshore wind farm project.

Deputy Moore informed the Panel that during her time in office as Chief Minister she had regular interactions with contacts at Jersey Electricity and Jersey Gas. She also noted that a family member worked as an energy specialist.

 

3.  Letter from the Minister for the Environment

The Panel noted and discussed a letter received from the Minister for the Environment.

4.  Draft Scoping Document and Terms of Reference

The Panel discussed and agreed a draft scoping document and Terms of Reference for future scrutiny work on offshore wind development proposals. The Panel discussed and agreed some further changes to its Terms of Reference and scoping document. The officer was requested to seek approval of these documents, including the review's budget, from the Scrutiny Liaison Committee.

5.  Draft Comms Plan

The Panel discussed and agreed an initial draft comms plan for the review.

 

6.  Briefings

 

 

The Panel agreed to request a briefing from the Minister for the Environment and officers to receive a progress update and for this to take place on the same day as the Panel's next scheduled meeting (Tuesday 3rd September 2024).

 

7.  Future Meetings

The Panel noted its next scheduled meeting was due to take place on Tuesday 3rd September 2024 in the Le Capelain Room of the States Building.
