Standing Order 55A – meeting held remotely

THE STATES assembled remotely, in accordance with Standing Order 55A, as the Bailiff considered that it was not possible to convene or maintain a quorate meeting in view of a substantial risk to the health of both States Members and the public.

Corporate Services Scrutiny Panel – resignation of member

The Bailiff notified the Assembly that, in accordance with Standing Order 137(2), he had received a letter of resignation from the Corporate Services Scrutiny Panel from the Connétable of St. Martin .

THE STATES, resuming consideration of a proposition of Senator Stephen William Pallett entitled Skatepark at Les Quennevais Sports Centre' (P.1/2021), resumed consideration of an amendment of the Minister for Economic Development, Tourism, Sport and Culture (P.1/2021 Amd.) and acceded to a request by the Deputy of Trinity , in his capacity as Assistant Minister for Economic Development, Tourism, Sport and Culture and in accordance with Standing Order 69(4), that the amendment of the Minister for Economic Development, Tourism, Sport and Culture be withdrawn.

THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(c), Deputy John Hilary Young of St. Brelade declared an interest that was not financial and withdrew from the Chamber for consideration of the proposition of Senator Stephen William Pallett.

Life in Jersey' Test and Eligibility for Election P.2/2021.

THE STATES commenced consideration of a proposition of Deputy Inna Gardiner of St. Helier entitled Life in Jersey' Test and Eligibility for Election' (P.2/2021) and rejected paragraph (a) to request the Council of Ministers to develop a "Life in Jersey" test based on the existing Jersey aspect of the British citizenship test, for introduction by October 2021.

THE STATES noted that, as there was an equality of votes, the matter had been determined in the negative in accordance with Article 16(2) of the States of Jersey Law 2005.

Following the rejection of paragraph (a), the Bailiff informed the Assembly that paragraphs (b), (c) and (d) of the proposition were deemed to have been withdrawn.

Corporate Services Scrutiny Panel – appointment of members

In accordance with Standing Order 125(7), the Chair of the Corporate Services Scrutiny Panel indicated that she wished to increase the size of the Panel to 5 members, including the Chair, and nominated the following as members of the Panel –

There being no other nominations, the Presiding Officer declared that Senator Tracey Anne Vallois and Senator Stephen William Pallett had been duly appointed as members of the Corporate Services Scrutiny Panel.

Arrangement of public business for future meetings

THE  STATES,  adopting  a  proposition  of  the  Chief  Minister,  agreed  in  accordance  with Standing Order 26(7),  to  reduce  the  minimum  lodging  period  in  respect  of  his  proposition  entitled Comptroller  and  Auditor  General  Board  of  Governance:  Appointment  of  Chair  and  Members' (P.7/2021) in order that it might be debated at the meeting on 2nd March 2021.
