Comptroller and Auditor General

The office of Comptroller and Auditor General (C&AG) is responsible for the auditing of financial statements and consideration of public funds.

The Comptroller and Auditor General (Jersey) Law 2014 requires the C&AG to provide the States with independent assurance that the public finances of Jersey are regulated, controlled, supervised and accounted for in accordance with the Law.

Fulfilled through the Jersey Audit Office (JAO), the C&AG's responsibilities relate to the accounts of the States of Jersey and certain other States entities (on which opinions are given) and wider aspects of the use of public funds. The C&AG has a duty to consider and report on:

  • General corporate governance arrangements;
  • Economy, efficiency and effectiveness in the way resources are used (value for money); and
  • Effectiveness of internal controls.

The Comptroller and Auditor General

Lynn Pamment CBE was appointed as C&AG by the States of Jersey in January 2020.

In her role, Lynn provides the States of Jersey with independent assurance that the public finances of Jersey are regulated, controlled and accounted for in accordance with the Law.  

As C&AG Lynn also considers and reports to the States on:

  • improvements to internal controls and internal audit
  • the economy efficiency and effectiveness of the use of resources
  • general corporate governance arrangements of both the States and of States funded bodies. 

Lynn also appoints external auditors (currently Mazars) and liaises with and attends both the Public Accounts Committee and the Audit Committee.

The team also comprises a communications and administration function, as well as contract staff and affiliates, who are engaged to provide specialist knowledge and experience where required.

Comptroller and Auditor General Board of Governance
The Board of Governance is a key means by which the Comptroller and Auditor General is held to account for the public funds allocated to the Jersey Audit Office, and ensures that the Comptroller and Auditor General has made efficient and effective use of these resources.
