Scrutiny launches review into Animal Welfare and Control

The Environment, Housing, and Infrastructure Scrutiny Panel (the ‘Panel’) has launched a Review into proposed changes to the Animal Welfare (Jersey) Law 2004. It comes after the Panel conducted a Review into the recent amendments to the Dogs Law, when stakeholders expressed concerns which were outside the remit of that Law, but impact pet and livestock owners, animal welfare organisations and the wider public; as well as the animals themselves.The Review will therefore not only look at the structure of the Animal Welfare Law but will evaluate how this Law works with the Dogs (Jersey) Law 1961 and the Policing of Beaches, Parks and Roads Regulations to ensure they form a cohesive, modern and workable framework.
The Panel will be holding public hearings with relevant Ministers and key stakeholders, as well as calling for submissions from stakeholders impacted by the legislation.
Deputy Hilary Jeune, Chair of the Panel, said: ‘The Draft Animal Welfare Law is replacing the 2004 Law in order to shift from a reactive enforcement model towards a proactive, prevention-based system. We want to ensure that it is set up to achieve those aims, but at the same time look at the wider picture of animal welfare and control. This legislation impacts everyone, from pet or livestock owners, to those who work with animals and to any member of the public who could come into contact with an animal. It is important that we establish a modern effective system that provides clarity for everyone and flexibility to address concerns.’
