Scrutiny Welcomes Robust Feedback on Tenancy Law Proposals

Scrutiny

23 May 2025

The Environment, Housing, and Infrastructure Scrutiny Panel (the Panel) has closed its call for public submissions to its review of proposed amendments to the Residential Tenancy Law (RTL).

The Panel launched its review in mid-April calling on landlords, tenants and organisations to provide their views on the proposals and whether they achieved their goal of offering better protection for tenants and if the changes would have unintended consequences.

In response to the call for evidence, the Panel has received over 50 submissions from the public and stakeholder organisations which have been published on the States Assembly website and received over 200 responses to its survey of tenants.

The Panel is also holding Public Hearings to hear evidence from stakeholder groups, including the Jersey Landlords Association, Caritas Jersey, Homelessness Jersey and the Jersey Estate Agents Association.

The final Hearing of the Review will be held with the Minister for Housing on 9 June.

Panel Chair, Deputy Hilary Jeune said, 'We’ve been encouraged by the level of engagement from Islanders and organisations who took time to submit evidence to this review. The volume and quality of the submissions show just how important the issue of tenancy reform is for Jersey. As a Panel, we are committed to thoroughly reviewing all the evidence to ensure that any legislative changes strike the right balance—protecting tenants while recognising the realities for landlords. Our focus is to ensure that any reforms are fair, effective, and genuinely improve the rental experience in Jersey'.
