The States Meeting began with the appointment of a new Chair of the Privileges and Procedures Committee. Deputy Steve Ahier was appointed unopposed.

P.3 - Draft Harbours (Inshore Safety) 
The Minister for Sustainable Economic Development, Deputy Kirsten Morel, proposed to amend the Harbours (Inshore Safety) Regulations to introduce penalties for those found guilty of causing harm to others within the Island's territorial waters. The proposition also seeks to introduce aggravated offences in circumstances where the skipper is under the influence of drugs or alcohol. 

The States Assembly voted to APPROVE the Minister's proposition, in principle in the first reading, with 44 votes for, no votes against and two abstentions. 

The Economic and International Affairs Scrutiny Panel then called the Proposition in for Scrutiny.

P.24 Draft Residential Tenancy (Jersey) Amendment Law 202-. 
The Minister for Housing, Deputy Sam Mézec proposed amendments to the Residential Tenancy Law, which seek to:  

• enhance security of tenure for tenants;  

• encourage more settled longer tenancies;  

• ensure landlords continue to make stable rental returns but can reclaim their properties when needed; and  

• ensure both tenants and landlords have clearly set out responsibilities.

Deputy David Warr proposed that the Minister for Treasury and Resources develop a ‘meanwhile use’ for the former Gas Place site until such time that long-term development commences and that the ‘meanwhile use’ is beneficial for the local community and should be informed by engagement with relevant local stakeholders.

Amendment to P.48 Meanwhile use of the former Gas Place site
Deputy Alex Curtis proposed an Amendment to Deputy Warr’s Proposition to introduce greater flexibility for a wider range of meanwhile uses, including community-focused activities; and to clarify that these expectations remain in place until the development for long-term use commences, regardless of whether the site is retained by Andium Homes or acquired by the Government of Jersey or another publicly owned entity.

The States Assembly voted to REJECT the Deputy’s Amendment with 16 votes for, 26 votes against and no abstentions.

P.48 - Meanwhile use of the former Gas Place site
The States Meeting resumed with the continuation of the debate into the meanwhile use of the Gas Place site.

Deputy David Warr proposed that the Minister for Treasury and Resources develop a ‘meanwhile use’ for the former Gas Place site until such time that long-term development commences and that the ‘meanwhile use’ is beneficial for the local community and should be informed by engagement with relevant local stakeholders.

The States Assembly voted to REJECT the Deputy’s proposition with 6 votes for, 30 votes against and 6 abstentions.

P.49 - Continuation of Annual Jersey Opinions and Lifestyle Survey
Deputy Louise Doublet proposed that the Council of Ministers take the necessary steps to ensure that the Jersey Opinions and Lifestyle Survey can continue on an annual basis. This includes the provision of sufficient funding within the Proposed Budget 2026-2029.

The States Assembly voted to APPROVE the Deputy’s proposition with 38 votes for, 1 vote against and no abstentions.

P.50 - Joined-up public infrastructure framework for an ageing population
Deputy Inna Gardiner proposed that the Chief Minister, in consultation with the Minister for the Environment and the Minister for Infrastructure, develop and introduce by 31 January 2026 an Age-Friendly Infrastructure Framework. The Framework would include, but not be limited to:

• additional guidance to ensure all planning applications, including those for public spaces, meet the requirements of age-friendly guidance;
• mandatory age-friendly design guidelines including step-free access, anti-slip pavement materials and adequate lighting on walkways;
• accessible public transport networks that include an increase in the number of bus shelters and real-time audio and visual updates;
• dedicated neighbourhoods for older adults where essential services are located within a 10-minute walk.
• accessible public toilets and shaded seating located every 300 to 500 metres in Town, parish centres and parks.

The proposition requested that political oversight and responsibility for the Framework be allocated to a single Minister or Assistant Minister to ensure co-ordination between all departments.

The Council of Ministers lodged an amendment to Deputy Gardiner’s proposition, removing any statutory element to the Framework that would arise from it. Other minor amendments also include changing the timeline from January 2026, to July.

The Amendment was accepted by Deputy Gardiner and the proposition was debated as amended.

The States Assembly voted to APPROVE the Deputy’s proposition, as amended, with the vote being taken in parts.

P.51 Channel Islands Lottery Distribution of Proceeds 2025
The Minister for Sustainable Economic Development, Deputy Kirsten Morel, is proposing to allocate the proceeds of the Channel Islands Lottery as follows:

• £428,705 to the Association of Jersey Charities to be used solely for charities;
• £257,223 to the Jersey Community Foundation be split between arts, culture and heritage (65-75%) and applied science or applied research in the field of engineering, biology, physics, chemistry or maths provided the funds are used locally or for the benefit of Jersey (25-35%);
• £171,482 to Jersey Sport for sports and active lifestyles.

The States Assembly voted to APPROVE the Deputy's proposition with 40 votes for, no votes against and no abstentions.
