REPORT

This amendment adds several phrases which refine the original proposition. The phrase "and to provide assistance to any injured persons" is not included in the Road Traffic (Jersey) Law 1956 but must be considered an essential way to potentially save lives and reduce the effects of serious injury. Also included in the amendment is the requirement to consult relevant stakeholders to create an offence, and the word "maximum" added in front of the word "penalties" to allow appropriate discretion to remain with the Courts, with the focus still being on lifetime driving disqualifications.

Financial and staffing implications

Financial and staffing implications would be limited to legislative drafting time. Children's Rights Impact Assessment

A Children's Rights Impact Assessment (CRIA) has been prepared in relation to this proposition and is available to read on the States Assembly website.
