After the words "to include," delete the words "a detailed scheme of regeneration for".

Note:  After this amendment, the proposition would read as follows –

1. to extend the Future-Fit Retail Roadmap to specifically include the regeneration of Les Quennevais as the Island's second retail hub and  to  request  the  Minister for  Sustainable  Economic Development to undertake the necessary steps to give effect to this decision by 31 December 2025;
2. to extend the scope of the West of Island Planning Framework and area masterplans, as approved within the Bridging Island Plan, to include Les Quennevais Parade and Precinct and to request the Minister for the Environment to undertake the necessary steps to give effect to this decision by the end of March 2026; and
3. that  the  regeneration  of  Les  Quennevais  Parade  and  Precinct should be considered at meetings of the Regeneration Steering Group, with consideration to be given to options which would enhance this area for the benefit of the public and its residents, including  but  not  limited  to  the  potential acquisition  and redevelopment by the States of Jersey Development Company of all the commercial units and to request the Chief Minister to update the agenda for meetings accordingly with immediate effect.

REPORT

The Council of Ministers has carefully considered Deputy Helen Miles 's proposition and are supportive of the intention of the Proposition and fully recognise the importance of Les Quennevais Parade and Precinct and the desire to revitalise the area.

However,  Ministers  considered that part (b) would be better amended to remove reference to a "detailed regeneration scheme" by March 2026, enabling the work commissioned in part (c) to advance instead (which will include options for regeneration and enhancing the area).

The Amendment to part (c) is minor and simply seeks to recognise that the Regeneration Steering Group is meeting increasingly frequently and that having standing agenda items is not appropriate, i.e. business should be tabled as and when there is a matter to discuss.
