REPORT
Introduction
Following a recruitment process overseen by the Jersey Appointments Commission ("JAC"), the Chief Minister intends to appoint Charlotte Brambilla as Chair of the Jersey Law Commission ("JLC") in line with the recommendations of the interview panel and the process as outlined below.
Chair's Responsibilities
The JLC was established by an Act of the States in 1996 (see P.102/1996) and reports to the Legislation Advisory Panel ("LAP/the Panel"), whose membership is drawn from both executive and non-executive States Members. The Chief Minister appoints the members of the LAP.
As Chair of the JLC, the role involves working with the JLC's commissioners to identify aspects of law which it considers should be examined with a view to their development and reform, including the elimination of anomalies, the repeal of obsolete and unnecessary enactments, the reduction of the number of separate enactments and generally the simplification and modernisation of the law.
The Chair is the chief liaison with the LAP and among other responsibilities that arise from time to time, is primarily responsible for keeping the Panel apprised of the JLC's work programme and its progress; outlining the JLC's funding requirements and seeking appropriate approvals; and presenting the JLC's annual report to the LAP for consideration before it is then submitted to the Chief Minister for presentation to the States.
Selection Process
In 2024, the Chief Minister and the States Employment Board agreed that the JAC should oversee appointments to the JLC, consistent with its role in appointments to other bodies. The recruitment of a new chair of the JLC is the first appointment to be subject to this process.
This approach will ensure that all appointments comply with P.205/2009, in which the States agreed, inter alia, on a new procedure for certain appointments, including those involving the JLC.
In future, all appointments of commissioners and chairs of the JLC are expected to follow the JAC's guidelines, with appointees serving three-year terms and no more than nine years in total.
The role was advertised locally, and three applicants were interviewed.

Period of Appointment
Charlotte Brambilla's appointment shall commence 2 weeks from the day on which this report is presented to the States and for a period of 3 years.
On her appointment, Charlotte shall replace Professor Claire de Than who has chaired the JLC for several years. The Chief Minister would like to thank Professor de Than for their leadership and contribution. Professor de Than is expected to continue as a topic commissioner until their term of appointment ends.
Appointee's Biography
Charlotte Brambilla is a qualified Jersey Advocate and English Barrister. She has worked for the last 20 years or more in Jersey, primarily in its finance sector in one capacity or another. She has held senior roles in both the public and private sector. She has worked in London and in Jersey at top tier law firms, specialising in private wealth. She led on the Ministerial refresh of Jersey's financial services policy framework, and its sustainable finance policy while also delivering a comprehensive update to Jersey's Limited Partnership Law and designing and delivering the first phase of a policy framework for pension regulation in the Island. She was an executive board director at a local international trust company and has held a senior regulatory and governance role at a global bank.
Presently, Charlotte is Head of Legal, Policy and Compliance at the Financial Ombudsman, a pan island body serving the needs of the Channel Islands' financial services industry and its consumers. She was recently appointed a member of the committee of the Association of Charities.
Charlotte is committed to the Island and to supporting the wellbeing of its economy and its community while also maintaining its reputation within the international community as a leading international finance centre respected for its high standards of legal integrity, regulatory compliance and good governance.
