REPORT

Introduction

TheStatesAssemblyarenotifiedofthefollowingextensions  to  the  term  of appointmentof two Commissioners oftheJersey Appointments Commission.

In accordance with Article 18(1) of the States of Jersey Employees (Jersey) Law 2005, the Chief Minister extends the appointments of the following Commissioners:

1. Simon Nash as a Commissioner of the Jersey Appointments Commission, for a term of three years, expiring on 30th September 2028. This brings his period as a Commissioner to the maximum 9 year term.
2. Julia  Therezien  as  a  Commissioner  of  the  Jersey  Appointments Commission, for a term of three years, expiring on 10th November 2028.

Background

Jersey Appointments Commission (JAC)

The function of the JAC is set out in Part 4, Article 23 of the Employment of States of Jersey Employees (Jersey) Law 2005, and is to oversee the recruitment of States' employees or States' appointees so as to ensure that, as far as practicable:

• the recruitment is fair, efficient and conducted in accordance with best practice principles and procedures;

• appointments are made on merit;

• members of the States are only involved in the recruitment of States' employees and appointeesinaccordance with codes of practice or guidelines.

The JAC has issued Recruitment Guidelines and other policy advice, all of which is available online.

An Annual Report for the JAC is prepared each year and presented to the States EmploymentBoardbeforebeingpresentedtotheStatesAssemblybytheChief Minister.

The JAC consists of a Chairman and up to five Commissioners, appointed for a period of up to 9 years. The current membership is as follows:

Biographies Simon Nash

Simon Nash has been a Commissioner since his appointment on the 1st October 2019. His original appointment was presented to the States Assembly on the 15th August 2019, and a 3 year extension presented on the 28th October 2022, to extend his appointment to the 30th September 2025.

Simon serves as a Group Managing Director at Law at Work, a leading employment services provider in the Channel Islands. His extensive background in senior HR leadership spans both the banking and legal sectors, having held global HR Director roles at Carey Olsen and Crestbridge. He also previously chaired the Insight Group, which merged with Law at Work in August 2024.

A  Chartered  Fellow  of  the  CIPD,  Simon  is  the  author  of  Effective  Selection Interviewing (2010), reflecting his deep expertise in strategic HR practices.

Julia Therezien

Julia  Therezien  has  been  a  Commissioner  since  the  11th  November  2022.   This appointment was presented to the States Assembly on the 28th October 2022.

Ms.  Therezien  brings  a  wealth  of  accomplishments  from  a  diverse  career.  Her experience spans both the Education and Health sectors, having served as a teacher and physiotherapist. Most recently, she held the position of Head of English, Media, and Film at Beaulieu Convent School.

Julia excels in high-quality teaching, communication, and strategic, solution-focused thinking. Her work is guided by a strong commitment to integrity, impartiality, and fairness.

Julia is also a member of the Independent Prison Monitoring Board.
