Introduction

In accordance with the provisions of the States of Jersey Police Force (Jersey) Law 2012, the States of Jersey Police Force (General Provisions) (Jersey) Order 2016 and Regulation 6 of the States of Jersey Police Force (Chief Officer and Deputy Chief Officer)  (Jersey)  Regulations  2017,  the  Minister  for  Justice  and  Home  Affairs recommends an extension to the length of term in office of the current Deputy Chief of Police of the States of Jersey Police Force.

Background

As the Assembly will be aware, the current Deputy Chief of Police, Scott Hall , was appointed in August 2022 for a period of 3 years, with notice given to the Assembly in R.114/2022.

The events over recent years, and the States of Jersey Police Force's involvement, alongside other Emergency Services, with a number of unprecedented major incidents, has resulted in efforts and resources focused on these events.

The Minister recommends an additional 2-year term of office for the current Deputy Chief of Police, to ensure the continued stability and focus on the immediate day to day needs of the Island, to be increased at the discretion of the Minister, should this be deemed necessary, and subject to separate approval from the States Employment Board.

The Chief Officer will be working with the Chief of Police over the coming 12 months to identify and prepare for some clearly defined internal succession planning going forward.

The proposal also has the full support of the States Employment Board.

The Minister wishes to place on record her gratitude to Mr Hall for his service to the island and leadership of the States of Jersey Police Force over the past 3 years.
