Background

In accordance with Article 4(2) of the Customs and Excise (Jersey) Law 1999 ("the 1999 Law"), the Minister for Justice and Home Affairs shall approve the appointment of the Agent of the Impôts.

Such an appointment shall, as required by Article 4 (2A) of the 1999 Law, be made in line with Article 2 of the States of Jersey (Appointment Procedures) (Jersey) Law 2018, which requires the Minister for Justice and Home Affairs to provide at least 2 weeks' notice to the States Assembly before approving the appointment.

This report duly serves as the required notification of the appointment of Rhiannon Small as the Agent of the Impôts, and Head of Service for the Customs and Immigration Service.

A recruitment process for the Head of Service for Customs and Immigration was commenced further to a vacancy arising as a result of the approaching retirement of Mark Cockerham, the Head of Service for Customs and Immigration. The post falls vacant on 1st February 2025 as Mark Cockerham retires on 31st January 2025.

I would like to formally record my gratitude to Mark Cockerham for 38 years of dedicated and exemplary service with the Customs and Immigration Service.

The process for the recruitment of the Head of Customs and Immigration has been managed with the full involvement of the Jersey Appointments Commission.

Following a rigorous interview and assessment process, the unanimous decision of the Selection Board was to recommend the appointment of Rhiannon Small as the Head of Customs and Immigration.

I am pleased to propose the appointment of Rhiannon Small to the position of Head of Customs and Immigration, and Agent of the Impôts.

Biography

Rhiannon Small joined the then Immigration Department as an Immigration Officer, prior to the merger of Customs & Immigration, in 2006. Since then, she has worked across all areas of the Service, most recently holding the position of Senior Manager Goods Control, as outlined below.

2006-2009 – Customs & Immigration Officer Borders & Goods Control 2009-2017 – Customs & Immigration Officer/ Acting Senior Officer Investigation Unit & Intelligence Unit

2017-2020 – Senior Officer – Intelligence Unit

2020-2022 – Senior Manager Investigation Unit

2022-2025 – Senior Manager Goods Control
