STATES OF JERSEY

APPOINTMENT OF STATES MEMBERS TRUSTEE TO THE JERSEY COMMUNITY RELATIONS TRUST

Presented to the States on 27th January 2025 by the Chief Minister

STATES GREFFE

2025  R.13

REPORT Appointment of States Members Trustee

The Chief Minister intends to appoint Deputy B. Porée of St. Helier South as the new States Members Trustee of the Jersey Community Relations Trust (JCRT).

Before appointing the States Members' Trustee, the Chief Minister is required to provide  at  least  15  days'  notice  to  the  Assembly  of  the  intention  to  make  the appointment. Trustees are appointed for a period of 4 years, and in the case of the Member of the States, the appointment would be for a period of 4 years, or for as long as they remain a Member of the States, whichever shall be the shorter period.

In order to appoint a new Trustee, the Assistant Chief Minister, Deputy C. Alves , sought expressions of interest from members via email on 4th September 2024, and was subsequently  very  pleased  to  have  received  expressions  of  interest  from  several Members, including Deputy Porée , which were then passed onto the JCRT for their consideration.

The JCRT Trustees were delighted to receive a number of very strong applications from States Members and implemented a robust recruitment procedure to arrive at their recommendation to appoint Deputy B. Porée . The Assistant Chief Minister would like to thank the JCRT for their commitment to a thorough selection process, which included both an informal conversation with the Chair of the JCRT, Kate Wright, to understand the aims and the current projects of the JCRT, and a formal interview with the Deputy Chair, Selina Zenonos, and Trustee, Kaye Nicholson. The Trust would like to extend their thanks to all of the applicants for their interest in and support for the JCRT and are looking forward to engaging with States Members through works of mutual interest throughout 2025.

The Jersey Community Relations Trust – States Member Trustee role.

The JCRT was established by the States of Jersey on 3rd September 2004, with the following aim:

"To seek to eliminate discrimination on any ground including, but not limited to, grounds of colour, race, nationality or ethnic or national origins, gender or sexual orientation, disability or age, by promoting good relations between all members of society,  and  seeking  to  achieve equality  of  treatment  and  opportunity  within  our community."

The constitution of the Jersey Community Relations Trust (JCRT) provides that the Committee of Trustees shall comprise an independent Chairman (who is not a States Member), a Member of the States of Jersey who is committed to the objectives of the Trust, and a further 5 Trustees who are not States Members, and who are appointed by the existing Trustees. The Chairman and States Member are appointed by the Chief Minister.

Diversity and inclusion

It is the hope of the JCRT and the Assistant Chief Minister that Deputy B. Porée 's involvement will assist the provision of support to Jersey's marginalised communities, facilitating a safe and respectful space for people to share their lived experiences and concerns about matters relating to diversity, equality and inclusion. Deputy B. Porée 's ongoing advocacy in this area aligns closely to the JCRT's objectives for 2025, which will have a particular focus on research of the lived experiences of migrants, through initiatives such as Project Luso. Her values and understanding of the JCRT's mission will be invaluable for building trusting, safe relationships with all members of the community, and for ensuring strong links between the Assembly and the JCRT on matters relating to diversity and inclusion.
