COMMENTS
Introduction
These Comments have been presented by the Privileges and Procedures Committee (PPC) on behalf of the Diversity Forum Sub Committee (the Forum).
Background
The proposition P.14/2026 - Treating Children as Children was recently lodged by Deputy Bailhache and is due for debate on 24th February 2026. Having discussed the proposition at its most recent meeting, the Forum is in agreement that it does not support the replacement of the existing Trans Inclusion Guidance in schools.
Members of the Forum have full confidence that the inclusion guidance currently in our schools is reasonable and grounded in evidence around what is best for all children. Jersey is an independent Island and can make its own decisions about what is best for our children and our schools. The Forum has a broad membership with a mix of different genders and other characteristics and includes members of the LGBTQ+ community and Jersey's representative on the CPA BIMR LGBT+ Network Steering Committee.
The Forum is committed to working together to improve diversity and inclusion. It believes that this proposition works against those principles and instead risks having an exclusionary impact on a small group of individuals.
Conclusion
Having considered the matter, the Diversity Forum Sub-Committee collectively indicates its support for CYPES' current inclusion guidance and urges members to reject Deputy Bailhache 's proposition.
