Draft Income Support (Jersey) Amendment No. 2 Regulations 202- (P.72/2025) – Children’s Rights Impact Assessment

Annual update to the value of the components of the Income Support benefit.

The Minister for Social Security has the responsibility to review Income Support component rates each year. The Minister must bring forward any proposals to change these rates to the States Assembly.

The Minister has decided to propose an increase 4% to all Income Support component rates from January 2026, with the exception of the "Clinical Cost" component. This component will not increase as extra support with GP costs has been provided through the Health Access Scheme. All children and full time students receive free GP surgery visits through separate arrangements.

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children

None. The changes affect children and young adults only insofar as they will benefit from the increased component rates if they are members of a household who gets Income Support.

3)  What is the likely impact of the proposed decision on children and on their rights?

• Identify any potential positive OR negative impacts and include indirect impacts on children and their rights as described in the UNCRC

• Will different groups of children be affected differently by this decision?

None. It does not impact on children's rights as it represents a routine increase to the value of benefits paid in respect of all households. This will include households with children.

4)  Is a full Children's Rights Impact Assessment required?

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

No. This is a routine annual increase to the value of a benefit, it does not change the operation of the benefit in respect of children. No direct or indirect impact has been identified against the United Nations Convention on the Rights of the Child (UNCRC). Therefore, a full Child Rights Impact Assessment is not required.
