Secretary  of  State  for  the  Home  Department –  death  of Mr. F. de L. Bois, O.B.E., M.A.

The Bailiff informed the House that His Excellency the Lieutenant Governor had received a letter from The Right Honourable Douglas Hurd, C.B.E., M.P., Secretary of State for the Home Department, in the following terms –

"I  have  learned  with  regret  of  the  death  of  Mr. Francis de Lisle Bois, O.B.E., who served as a Deputy Bailiff of Jersey from 1962 to 1968. I should be grateful if you would

convey my sympathy to the States and to the people of Jersey.

Yours sincerely, Douglas Hurd."

Island Development Committee – applications: readvertisement. P.92/86.

THE STATES acceded to the request of Deputy Corrie Stein of Grouville that the Proposition regarding the Island Development Committee and the readvertisement of applications (lodged on 24th June, 1986) be taken into consideration on 19th August, 1986.

Resources Recovery Board – unofficial dispute. Statement.

The President of the Resources Recovery Board made a statement in the following terms –

"For some three weeks there has been an unofficial withdrawal of emergency standby and overtime by the Board's Manual Worker staff because it is claimed by the Transport and General Workers' Union that the removal from the standby roster of an electrical technician amounts to victimisation.

Following an accident in the Board's Power Station in May in which an electrician was injured, the Board was advised that in the interests of his own safety and that of his working colleagues, the person concerned should work in the electrical engineering workshop where the opportunity for maximum supervision exists. He was also withdrawn from standby duties which would have involved him working on his own on potentially dangerous equipment out of normal working hours.

I have said on previous occasions, the Board will not enter into discussions with the T. and G.W.U. while unofficial industrial action is taking place. There is an established and laid-down procedure to be adopted when there is disagreement between Management and the Workforce, but yet again this procedure is being ignored.

To date the operations of the Board in dealing with the disposal of the Island's wastes has carried on with only the minimum of interruption.

In the near future it will be necessary to make minor alterations to the normal work pattern in the Board's operational plant in order to ensure the continuous operation of that plant.

The Board regrets that it has had to withdraw the waste disposal facilities which it normally offers at weekends and hopes that the industrial action which is taking place will not further curtail the services which the Board provides."

Defence Contribution and International Representation: Second Report of Special Committee (P.70/86). Continuation of discussion in a Committee of the Whole House.

THE STATES, on the proposition of the President of the Special Committee to consider a request from the United Kingdom Government for a contribution towards defence and international representation, resolved into a Committee of the Whole House to continue discussion of the Second Report of the Committee.

The Committee rose at 4.40 p.m.
