THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), Members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with Members able to participate remotely using Microsoft Teams. THE STATES, resuming consideration of a proposition of Deputy Margaret Elaine Millar of St. John , St. Lawrence and Trinity entitled Re-instatement of Senators' (P.2/2025), rejected an amendment of Deputy Thomas Antony Coles of St. Helier South (P.2/2025 Amd.), that, in Paragraph (a), for the word "offices" there should be substituted the word "office"; the words " Connétable and" should be deleted; for the words "one Deputy from each of the nine electoral constituencies", there should be substituted the words, "the role of the Connétable s as Voting Members"; and for the word "nine" there should be substituted the word "twelve".

THE STATES, resuming consideration of the proposition of Deputy Margaret Elaine Millar of St. John , St. Lawrence and Trinity , rejected an amendment of Deputy Samuel Yves Mézec of St. Helier South (P.2/2025 Amd.(2), that –

in Paragraph (a), the words "by removing one Deputy from each of the nine electoral constituencies and substituting nine Senators in their place; and" should be deleted;

after paragraph (a) there should be inserted a new paragraph (b) as follows and the subsequent paragraphs should be re-designated accordingly –

"(b) that  an  Independent  Boundaries  Commission,  as  approved  by  the  Assembly  under P.139/2020, should be established to produce an analysis of the impact of reintroduction of

Senators on voter equity and the Island's compliance with the Venice Commission's Code of Good Practice in Electoral Matters; and"; and

in Paragraph (b), after the words "to bring forward the" there should be inserted the words "findings of the Independent Boundaries Commission to the Assembly prior to implementation of the"; after the words "to give effect to" there should be inserted the words "part (a) of"; and the words "in time for the General Election in 2026" should be deleted.

in paragraph (a), after the words "constituencies and substituting", there should be substituted the word "nine", with the word "seven"; after the words "in their place", there should be inserted the words, "reducing the number of Members within the States Assembly to 47".

THE STATES, resuming consideration of the proposition of Deputy Margaret Elaine Millar of St. John , St. Lawrence and Trinity , rejected Part 3 of the amendment of Deputy Kristina Louise Moore of St. Ouen , St. Mary and St. Peter (P.2/2025 Amd.(4)), that, after paragraph (a), there should be inserted a new paragraph (b) as follows and the subsequent paragraphs re-designated accordingly –

"(b) that the Senators should form the entire Council of Ministers;"

THE STATES, resuming consideration of the proposition of Deputy Margaret Elaine Millar of St. John , St. Lawrence and Trinity entitled Re-instatement of Senators' (P.2/2025), rejected an amendment of Deputy Montfort Tadier of St. Brelade (P.2/2025 Amd.(5)), that, after paragraph (a), there should be inserted the following new paragraph (b) and the subsequent paragraph redesignated accordingly –

"(b) that the election for Senators should be held in advance of the deadline for nomination of any

other class of candidate for election as a States Assembly Member; and".
