PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  in a c c o rdance with the provisions of Article 2(5) of the Departments of the Judiciary and the Legislature (Jersey)

Law 1965, to consent to the appointment of Miss Catherine Mary Newcombe, at present Deputy Greffier of the States, to the office of Greffier of the States with effect from 1st October 2000 until 27th October 2002.

Article 2(5) of the Departments of the Judiciary and the Legislature (Jersey) Law 1965 provides that the Greffier of the States is appointed by the Bailiff with the consent of the States.

Miss Newcombe joined the States Greffe on 1st June 1968 as a Committee Clerk and was appointed Chief Committee Clerk in 1981. She was appointed as Executive Officer to the newly created Policy and Resources Committee in 1989 in addition to her role as Chief Committee Clerk. In accordance with Article 2(5) of the Departments of the Judiciary and the Legislature (Jersey) Law 1965, Miss Newcombe was appointed by the then Greffier of the States with the consent of the Bailiff , as Deputy Greffier of the States with effect from 1st January 1991, and thus has served in her present office for nine years.

Miss Newcombe's knowledge and experience of the professional skills and responsibilities of the office of Deputy Greffier of the States (which includes discharging the responsibilities of Greffier of the States when that officer is absent) and the range of her practical experience of other areas of public administration makes her uniquely qualified for appointment as Greffier of the States.
