Question

"Will the Minister agree to publish Jersey's Memorandum of Understanding (MoU) with Rwanda that was signed in 2024; and will he provide an update on the Bilateral Investment Treaty that was to be developed with Rwanda under the 2019 addendum to the 2016 Memorandum of Understanding, and, if it has been developed, will he publish this alongside the MoU?"

Answer

I have published the MoU with Rwanda, and it is available to view on the government website: Memorandum Of Understanding between the Government of Rwanda and the Government of Jersey Negotiations on the proposed Bilateral Investment Treaty between Jersey and Rwanda commenced in 2024 but have not been concluded. As usual, I would engage with Members, including through the Economic and International Affairs Scrutiny Panel, ahead of the conclusion of the agreement, which would then be presented to the States upon signing in the usual way.
