Dear Minister,

Draft Dogs Law (Jersey) Amendment Regulations 202- (P.63/2025) and Amendments to the

Animal Welfare (Jersey) Law 2004

Following the lodging of the Comité des Connétable s' Draft Dogs Law (Jersey) Amendment Regulations 202- (P.63/2025), the Panel received a briefing on the proposition on 16th September 2025. The Panel notes that P.63/2025 is due to be debated during the States Assembly sitting commencing 30th September 2025. We also note that your comments on the amendments have

not yet been published and would be grateful if these could be shared with the Panel at the earliest opportunity.

The Panel is also aware of forthcoming amendments to the Animal Welfare (Jersey) Law 2004, following a briefing received on 16th July 2025. In order to inform its consideration of these proposals, the Panel sought views from veterinary professionals in Jersey and has also received correspondence from members of the public on the proposals and related matters.

From this engagement and the briefings received, the Panel wishes to raise the following items:

• Is the Department aware of issues relating to the enforcement of livestock worrying offences, and if so, is it under consideration that these should be addressed through either of the propositions referred to above?

• The Panel seeks your comments on the impact that both of these Laws, as amended, will have on the resources of your Department, particularly in light of the increased responsibilities the States Veterinary Officers would be granted under the new registration scheme for dangerous dogs.

• The Panel would be grateful if you could advise whether your Department has identified any gaps or overlaps between the two propositions.

The Panel would be grateful for your written response within five working days of receipt of this letter. We look forward to hearing from you.
