P.54 Supplementary Planning Guidance: Parking
The Connétable of St. Helier, Simon Crowcroft, proposed that the Minister for the Environment revise planning guidance to ensure that, where practicable, a minimum of one parking space is provided per unit at new St. Helier housing developments, and to allow the creation of new off-street car parks that will be prioritised for the use of drivers with reduced mobility, shoppers, and visitors.

The States Assembly voted to APPROVE Part A of the Connétable's proposition: to revise the relevant planning guidance to ensure that, where practicable, a minimum of one parking space is provided per unit of accommodation; with 26 votes for, 11 votes against and 0 abstentions.
PART B: to allow, where feasible under the Bridging Island Plan, the creation of new off-street car parks that will be prioritised for the use of drivers with reduced mobility, shoppers and visitors; was withdrawn by the Connétable.

P.66 Jersey Police Complaints Authority: Re-Appointment of Members
The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, asked the States Assembly to re-appoint Ms Allison Le Couteur and Mr Blake Albert to the Jersey Police Complaints Authority for a further term of three years.

P.67 Les Quennevais Parade and Precinct
Deputy Helen Miles proposed that the regeneration of Les Quennevais precinct should be included in the Government’s Future-Fit Retail Roadmap and requested the Minister for Sustainable Economic Development to undertake the necessary steps to give effect to this decision by 31 December 2025.
The proposition also requested that the West of Island Planning Framework and area masterplans include a detailed scheme of regeneration for Les Quennevais Parade and Precinct.

The Proposition was read ‘as amended’. The Deputy accepted the Council of Ministers Amendment to remove reference to a ‘detailed regeneration scheme, by March 2026, enabling the work of the Regeneration Steering Group to advance instead.
The Assembly voted to APPROVE Deputy Miles’ proposition, as amended, with 38 votes for, 0 votes against and 0 abstentions.
