COMMENTS
The Council of Ministers accepts the amendment as it is consistent with the CSP 13, which sets out the priority to Meet the Island's commitments to address the climate emergency through the implementation of the Carbon Neutral Roadmap' and agrees that the Climate Emergency should continue to be recognised as a significant Environmental Wellbeing Risk.
Budget 2025-28 included this risk and made reference to the additional funding allocation proposed for the Shoreline Management Plan. Further funding for the ongoing feasibility work in this area is proposed in the draft Budget 2026-29, increasing from £1.5m to £1.9m, demonstrating that mitigation against this risk is ongoing.
The proposed increases to VED rates on Standard Vehicles in draft Budget 2026-29 have the aim of encouraging Islanders to choose vehicles with lower emissions and to increase the contribution to the Climate Emergency Fund which will continue to be utilised to deliver the policies in the agreed Carbon Neutral Roadmap.
It should be noted that that while the Climate Emergency Fund continues to get a proportion of income from fuel duty receipts, no additional income from the proposed increase in fuel duty is set to go to be transferred to the fund.
