About
A review of P.104/2019 Draft Rehabilitation of Offenders (Exceptions) (Amendment No.2) (Jersey) Regulations 201- (the 'draft Regulations) which were lodged by the Minister for Home Affairs on 23rd September 2019.
The draft Regulations provide for the making of enquiries regarding spent convictions (through DBS checks) as part of the processing of applications for a licence to produce, supply, offer to supply or possess a controlled drug or to cultivate Cannabis plants.
The Principles of the draft Regulations were adopted by the States Assembly on 12th November. The Education and Home Affairs Panel called in the draft Regulations under Standing Order 72 prior to second reading in order to examine specific details further.
