THE STATES are asked to decide whether they are of opinion

to request the Minister for Infrastructure to take the steps necessary with LibertyBus to introduce through-fares and other improvements, such as a Town hopper' service, on their buses, with immediate effect.

REPORT

The Minister for Infrastructure has already agreed, following the last two debates on the bus service (P.52/2019 and amendments) and the Sustainable Transport Policy  (P.128/2019 and  amendments),  to  bring  forward  a  Bus  Service Development Plan for debate during the Spring session of 2021. This, coupled with the fact that we are currently being advised not to use the buses due to the Covid-19 pandemic, and the fact that most if not all States Members have more pressing matters to consider than bus ticketing, would seem to suggest that it is a complete waste of time to debate P.19/2020; there is neither any urgency for through-fares to be introduced with immediate effect', nor any strategic context in which Members can deliberate the matter usefully. Members who have a particular yen for a debate on the buses' would do well to read the Hansard of the last one, a lengthy and at times heated affair, which took place as recently as 11th March and which occupied almost the whole day.

However, if the proposer is unwilling to withdraw the proposition I see no alternative to there being a fuller and, hopefully, more balanced discussion of the current state of the Island's bus service, which should include the merits of a Town hopper' service being introduced. To assist in this particular aspect of the debate, should it go ahead, I attach below the Question by Deputy G.P. Southern of St. Helier to the Minister on the subject in January last year:
