REPORT

THE  States  Assembly  are  notified  of  the  following  appointments  to  the  Jersey Appointments Commission (JAC) which are made in accordance with Article 18 of the Employment of the States of Jersey Employees (Jersey) Law 2005 (the "2005 Law"):

  1. to extend the appointment of the Right Honourable Dame Janet Paraskeva as Chair of the JAC from 31 March to 30 September 2022; and
  2. to extend the term of office of Commissioner Ms Helen Ruelle, from 29 April 2022 to 29 April 2025.

Background

Dame  Janet  Paraskeva  was  appointed  as  the  Chair  of  the  Jersey  Appointments Commission (JAC) in September 2014 by the Chief Minister following a proposition to the States Assembly (P.147/2014). Re-appointment was confirmed by a Ministerial Decision (R.117/2018) until 23 September 2021 and subsequently an extension was approved by Ministerial Decision (R.158/2021) expiring on 31 March 2022.

The extension of Dame Janet Paraskeva's appointment until 30 September 2022 is necessary to ensure that the JAC is able to continue to fulfil its statutory functions until a new permanent Chair is recruited.

Furthermore, a public consultation proposing that the JAC is replaced by a new body that is independent from Government was undertaken in January and February 2022. The proposal responded to recommendations made by the Comptroller and Auditor General in a March 2019 report on the Role and Operation of the States Employment Board'. The extension of Dame Janet's appointment will also allow the JAC to continue to operate whilst those proposals are finalised.

The extension of Ms Helen Ruelle, an existing Commissioner, is to support the JAC in continuing to fulfil its statutory functions.
