REPORT
Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.
Background
JHA has set a strategic objective to implement a fully combined and integrated tri- service control room that is able to handle all 999 calls to the emergency services and effectively manage non-emergency demand, delivering a more cohesive, effective, and efficient service for Jersey. The CCR project was created by the combining of Police, Ambulance, and Fire & Rescue control rooms onto one location, namely at States of Jersey Police HQ (PHQ) on 29 January 2019. Capital funding has been allocated in the Government Plan 2022-25 to meet the strategic objective, specifically to cover staff development and collaboration as well as significant investment in technology including a new Computer Aided Dispatch (CAD) solution.
The requested transfer is to ensure that the CCR will no longer directly report to multiple emergency services but will instead be a part of the JHA Directorate. It will consist of civil servants, including seconded Police Officers, with a dedicated manager, reporting directly into the JHA Director General, with operational oversight provided by the Combined Control Room Board, on which the Heads of Service sit. CCR resources within the Ambulance and Fire & Rescue Services have already been moved internally within JHA, but approval is required for a similar transfer from the SoJP being a separate head of expenditure.
The Head of Finance Business Partnering, Minister for Home Affairs, and Accountable Officers for both SoJP and JHA have all agreed to this budget transfer. The actual

transfer date will be finalised once the service level agreement has been agreed, but will be no earlier than 1 April 2022.
