PROPOSITION
THE STATES are asked to decide whether they are of opinion
in pursuance of Article 44 of the Rates (Jersey) Law 2005, to re-appoint the following as members of the Rate Appeal Board –
- Mr. Graeme Marett and Mr. Peter Routier, from the date of the Assembly's approval until 5th March 2022; and
- Mr. Clive Borrowman, Mr. Roger Goodwin and Miss Christine Vibert , for a further period of 3 years from the date of the Assembly's approval.

REPORT
Introduction
The Rate Appeal Board is established under the Rates (Jersey) Law 2005. Members are required to hear and determine appeals against rateable values in accordance with the Law.
Under Article 44 of the Rates (Jersey) Law 2005, and in line with the Jersey Appointments Commission Code of Practice for appointments to autonomous and quasi-autonomous public bodies and tribunals, the Minister is pleased to recommend the re-appointment of the following Members for a further term of office. She is grateful they have put themselves forward for a further term, and would like to thank them for their service thus far –
Mr. Clive Borrowman Mr. Roger Goodwin Mr. Graeme Marett Mr. Peter Routier Miss Christine Vibert .
The terms of office for all members end on 24th May 2019. Messrs. Marett and Routier were first appointed on 6th March 2013. Messrs. Borrowman and Goodwin and Miss Vibert were first appointed on 25th May 2016. Mr. Ian Ridgway is a current member, but has not put himself forward for re-appointment. The Minister thanks him for his service to the Board.
Advice from the Jersey Appointments Commission indicates that, in accordance with their guidelines, the extended terms of office for Mr. Marett and Mr. Routier should not go beyond 5th March 2022. It is further recommended that an open recruitment process is carried out towards the end of 2021.
Biographical details Mr. Clive Borrowman
Mr. Borrowman is an English solicitor. He has also been admitted as a solicitor and barrister in both Fiji and Papua New Guinea.
He started his professional career as the Assistant Solicitor to the Port of London Authority, before moving on to private practice in Auckland, New Zealand. For 40 years he concentrated on drafting legislation, with the result that he has drafted legislation for 27 jurisdictions.
For 13 years, Mr. Borrowman worked for the States of Jersey, drafting legislation including the Planning and Building (Jersey) Law 2002, the Public Finances (Jersey) Law 2005, the Rates (Jersey) Law 2005, and the Competition (Jersey) Law 2005, together with financial services legislation.
He has worked as a consultant for a number of agencies including the United Nations, the Commonwealth Secretariat and the British and Australian Governments.

Mr. Roger Goodwin
Mr. Goodwin is retired, having started his professional career as a structural engineer, followed by senior roles and directorships within a number of major design, build and project management companies in the UK.
Latter roles have included participation in negotiation groups for public works contracts with UK local authorities, as well as large private sector commercial and retail projects, together with roles of an advisory nature.
Mr. Goodwin took early retirement in 2005 to take up residency in the Charente region of south-west France. He subsequently relocated to Jersey in September 2010.
Mr. Graeme Marett
Mr. Marett is a Chartered Engineer and is currently self-employed, having taken early retirement from the JCRA (now CICRA), so is in a position to offer his time on a voluntary basis. Mr. Marett has many years of experience in local industry, and his economic knowledge is of value to this role.
Mr. Peter Routier
Mr. Routier is the Company Secretary of Jersey Electricity Plc. Part of his role comprises the management of the company's investment property portfolio, which includes approximately 30 residential properties and some substantial commercial tenants. In addition to responsibility for all leases to which the Company is party (whether as landlord or tenant), he has considerable experience of compliance, insurance and legal matters.
Miss Christine Vibert
Miss Vibert obtained a degree in biochemistry from London University and worked in various editorial roles in the UK and Jersey before settling into office administration.
She founded an office relocation business in Jersey in 1990, specialising in project management and office design, which oversaw the relocation of many of Jersey's finance houses and legal firms, as well as several States departments.
Miss Vibert was a member of the Complaints Panel for over 9 years and, being semi- retired, is keen to continue to serve the Island in a voluntary capacity.
