REPORT

This amendment seeks to help ensure that the status of research, analysis and other work undertaken over the years on delivering a new Hospital is clearer, so that we can cleanly move toward a new, transparent and open process.

The Hospital project has become, for many, incomprehensible and complex. Report after report has been delivered, and the coverage, debates and discussion continues. While this takes place, taxpayers' money is being spent, and a much-needed new facility can appear not to be getting any closer, despite the best intentions of those involved.

If we are to progress, we need to rebuild trust and understanding.

We can only do that by being open and transparent, as part of a new process that engages more people.

As Chief Minister, I therefore welcome the amendment lodged by Deputy K.F. Morel of St. Lawrence .

At the same time, as the Deputy himself suggests, some work may be reusable. We need to be thorough, but we also have to move this forward swiftly and efficiently. This is therefore a very short amendment to seek to clarify that conclusions reached previously should be set aside, but that previous studies or research, for example, into traffic and transport, may be used if that is considered important and necessary as part of a new, open and transparent process.

This amendment will not result in additional financial and manpower implications, on the contrary, it is intended to be a constructive attempt to ensure that any work undertaken can be done thoroughly, efficiently, and in a timely fashion.
