After the words "the draft Island Plan 2022-25" should be inserted the words "except that –
- within Policy ERE8 – Fishing and aquaculture, in the final paragraph, the words "not be supported" should be replaced by the words "only be supported where", and the following new bullet points should be inserted –
• "it is required to meet a proven need, which cannot be met elsewhere; and
• it would not harm marine biodiversity value."

REPORT
Jersey's aquaculture sector has been an enormous success and despite the challenges of Brexit, it continues to provide over 1300 tonnes of farmed shellfish to the market. This market is primarily export; indeed, the aquaculture sector is one of Jersey's few highly successful export industries.
As originally drafted, the Bridging Island Plan removes any chance of new or extended aquaculture facilities being developed. It is correct that the "aquaculture box" as described in the Bridging Island Plan is currently used to about one-third of its full potential and so has plenty of room for development. However, should the possibility of new or extended facilities be removed, then it will become far harder to accommodate growth in the sector within future island plans.
This amendment maintains the possibility for the sector's future growth whilst also setting a high bar for the conditions that must be met, should any applications for new or extended aquaculture areas be made.
