PROPOSITION

THE STATES are asked to decide whether they are of opinion

to request the States Employment Board, from January 2023, to publish annually –

  1. a breakdown of civil servant and public sector worker remuneration across salary bands, to be presented as percentages of government department payroll expenditure and overall government department expenditure across all government departments;
  2. civil servant remuneration over £100,000, to be presented as a percentage of government department payroll expenditure and overall government department expenditure across all government departments; and
  3. combined  consultants'  aggregate  remuneration,  to  be  presented  as  a percentage of government department expenditure across all government departments.

REPORT

I am calling for the SEB to publish the aggregated remuneration of civil servant and public sector workers relative to salary bands to be presented as a percentage of government  department  payroll  expenditure  and  overall  government  department expenditure across all government departments. In addition, civil servant remuneration over  £100,000  is  to  be  aggregated  and  presented  as a percentage of  government department payroll expenditure and overall government department expenditure across all government departments. SEB is to also provide consultants' aggregate remuneration as  a  percentage  of  government  department  expenditure  across  all  government departments.

Financial and manpower implications

SEB is responsible for the publication of the respective data in relation to civil servant, public sector, and consultant remuneration to be reported on a yearly basis.
