REPORT

Background

On 13th July 2017, the Minister for Home Affairs signed MD-HA-2017-0059 which confirmed the intention of the Minister to appoint Mr. Julian Blazeby as Acting Deputy Chief Officer of the States of Jersey Police Force on an interim basis. In accordance with Regulation 6(3)(b) of the States of Jersey Police Force (Chief Officer and Deputy Chief Officer) (Jersey) Regulations 2017 ("the 2017 Regulations"), this was subject to States Members being given a 2-week notice period prior to the interim appointment being made. States Members were informed of this Ministerial Decision, and the accompanying Report, on 14th July 2017. The Report was then presented to the States Assembly as R.93/2017.

Mr. Blazeby's interim appointment was confirmed by MD-HA-2017-0062 which was signed by the Minister for Home Affairs on 31st July 2017.

Permanent appointment

As was outlined in R.93/2017, the interim appointment was a necessary part of meeting operational policing needs and ensuring the continuation of a robust command structure in the run-up, and immediately following, the retirement of the previous Chief Officer. It was intended that the interim appointment be followed by a recruitment exercise (overseen by the Jersey Appointments Commission and involving the Jersey Police Authority) in order to make a substantive appointment to the post of Deputy Chief Officer.

The vacancy for the post of Deputy Chief Officer was advertised both locally and nationally.  The  recruitment  panel  consisted  of  a  representative  of  the  Jersey Appointments Commission, the Chief Executive of the States of Jersey, the Chair of the Jersey Police Authority and the Chief Officer of Community and Constitutional Affairs.

In accordance with national requirements, the candidates were interviewed in line with the Policing Professional Framework competencies.

The recruitment panel recommended to the Minister that Mr. Blazeby be appointed to the post. The Minister has accepted this recommendation and, in accordance with Regulation 6(1)  of  the  2017 Regulations,  has  indicated  her  intention  to  appoint Mr. Blazeby as Deputy Chief Officer on a permanent basis.

Next steps

Following communication to States Members of the Minister's intention to make this permanent appointment, a 2-week notice period will commence in accordance with Regulation 6(3)(b) of the 2017 Regulations.

Financial implications

There are no additional financial implications for Community and Constitutional Affairs as a consequence of this permanent appointment.

Biographical details

Mr. Blazeby has served as Acting Deputy Chief Officer of the States of Jersey Police since July 2017. Prior to this interim appointment, Mr. Blazeby served as Director, Major Investigations, for the Independent Police Complaints Commission ("I.P.C.C.)". He  has  extensive  experience  of  leading  and  managing  complex,  sensitive  and challenging investigations, having served as a police officer for 30 years. Before joining the I.P.C.C., Mr. Blazeby worked for the Ministry of Defence, providing expert advice regarding  the  Services  Police,  and  implementing  a  new  inspection  programme, delivered by Her Majesty's Inspectorate of Constabulary. Mr. Blazeby is the former Assistant Chief Constable of the Staffordshire Police, and before that served with both the Norfolk Constabulary and the Suffolk Constabulary. Mr. Blazeby has a Master's Degree in Criminal Justice, and passed the Police Strategic Command Course in 2011.
