Background
In accordance with Article 4(2) of the Customs and Excise (Jersey) Law 1999 ("the 1999 Law"), the Minister for Home Affairs shall approve the appointment of the Agent of the Impôts.
The position of Agent of the Impôts has been vacant since Mr. David Nurse left the service in March 2018.
Mr. Mark Cockerham has been Deputy Agent of the Impôts since 2013 and Acting Agent of the Impôts since March 2018. This was confirmed in R.104/2018, "Agent of the Impôts: confirmation of acting appointment".
The position of Agent of the Impôts and the Head of the Jersey Customs and Immigration Service was kept open while the newly formed Justice and Home Affairs Department consulted on a new Target Operating Model which, if implemented, would have had implications for that role.
Following the adoption on 27th March 2019 of P.24/2019, "Justice and Home Affairs: cessation of restructure", by the States Assembly, the Minister for Home Affairs decided to proceed with appointing the Agent of the Impôts and the Head of the Jersey Customs and Immigration Service.
A recruitment process was conducted in July 2019 and the Jersey Appointments Commission recommended that the Minister appoint Mr. Mark Cockerham as Agent of the Impôts and Head of the Jersey Customs and Immigration Service. The Minister is pleased to accept the Commission's recommendation.
In accordance with Article 2 of the States of Jersey (Appointment Procedures) (Jersey) Law 2018, the Minister is required to provide at least 2 weeks' notice before approving the appointment. The appointment will, therefore, be confirmed in 2 weeks from the date of this report.
Biography
Mr. Mark Cockerham joined the Customs and Excise Department as an Executive Officer in 1986. He was promoted through the ranks to become Director of Revenue and Borders in 2013 and has been Acting Head for the past 15 months.
