REPORT

The Gambling Commission (Jersey) Law 2010 enables the Minister for Economic Development,  Tourism,  Sport  and  Culture  to  re-appoint  a  serving  Chair  and Commissioners of the Jersey Gambling Commission, provided that each candidate's total duration of service is less than 10 years.

In order to maintain good governance and continuity of service, the Minister has re-appointed the following:

Chairman

Advocate Cyril Whelan was initially appointed for a 4-year term from 2nd November 2015, and has been re-appointed for a further 4-year period commencing 2nd November 2019. Advocate Whelan has brought considerable experience to the role from his distinguished career in the Jersey Law Officers' Department, and as a Commissioner with the Jersey Financial Services Commission.

Commissioners

Ms. Denise Sebire was initially appointed for a 4-year term on 2nd November 2015, and has been re-appointed for an additional 4-year period commencing 2nd November 2019. Ms. Sebire has considerable experience in the Financial Services sector, including as a regulator for the Jersey Financial Services Commission, and has been a member of the Jersey Police Complaints Authority.

Advocate Matthew Swan was initially appointed a Commissioner on 4th January 2016, and has been re-appointed for a second 4-year period commencing 4th January 2020. Advocate Swan has considerable experience in the Financial Services sector, including as a partner in the Ogier Group and a member of the Board of Examiners for the Advocates and Solicitors Qualifying Examinations.

Approval

The Jersey Appointments Commission has confirmed that it is content to re-appoint the current postholders to these 3 positions without a further recruitment process.

The Minister, being content with the level of service provided by the incumbent Chair and Commissioners, is therefore notifying the States in accordance with Article 2 of the States of Jersey (Appointment Procedures) (Jersey) Law 2018.
