Access Route to Overdale Debate Summary

The States Assembly was requisitioned to hold an additional remote meeting on 1 February 2021 by 17 of its Members.
The sole purpose of the meeting was to consider the Council of Ministers’ proposal of Westmount Road as the preferred access route for the new hospital at Overdale.
Public business
The Council of Ministers proposed to agree Westmount Road as the primary, two-way access route for the new hospital at Overdale.
Constable Simon Crowcroft’s amendment to the proposition was approved by the Council of Ministers and accepted as part of the main proposition.
His amendment requested that approval of the new access route should be subject to the Government committing to:
Minimise reduction and replace any lost green areas and trees
Relocate and replace any impacted community facilities; and
Replace any lost parking facilities
Deputy Louise Doublet proposed an amendment to Constable Crowcroft’s amendment, requesting that, alongside St. Helier Parish, Jersey Trees for Life are consulted in relation to the replacement of lost green areas and trees.
Her amendment to the amendment was also approved by the Council of Ministers and accepted as part of the main proposition.
The Future Hospital Review Panel proposed the second amendment to the proposition. The Panel asked that, prior to any work being undertaken, a preliminary design of the access route be put to the Assembly for their approval on 2 March.
The States Assembly voted to REJECT the Future Hospital Review Panel’s amendment to the Council of Ministers’ proposition.

Following this, States Members returned to debate the Council of Ministers' proposition, as amended by Constable Crowcroft and Deputy Doublet. The States Assembly voted to APPROVE the amended proposition to use Westmount Road as the preferred access route for the new hospital at Overdale.
