PAC launches review of States Annual Report and Accounts

The Public Accounts Committee (PAC) has launched a review into the States Annual Report and Accounts 2024. 

The main objective of the review is to explore whether public funds have been spent appropriately and whether suitable financial practices have been applied. The PAC is also keen to examine whether the spending of public money has achieved the stated aims set out by the Government and agreed by the States Assembly. 

The review will seek to address the following key issues: 

  1. To examine the content, reported performance, transparency, accessibility and timeliness of the States of Jersey Annual Report and Accounts 2024.   

  1. To consider whether the Performance clearly presents the States of Jersey’s aims, activities, functions and performance during that period. 

  1. To examine the contents of the Accountability Report including reported risks and mitigations as well as remuneration reporting (including exit and redundancies payments).   

  1. To examine the amendments made to the Government Plan, including any financial re-prioritisations, allocations, or transfers between departments and the central reserve.  

  1. To determine whether the States Annual Reports and Accounts 2024 incorporates the recommendations of the previous PAC Reports and recommendations of the External Auditors of the States of Jersey and Comptroller and Auditor General. 

As part of its review, the PAC will be seeking submissions from the Treasurer of the States, the Government’s Chief Executive Officer, departmental Accountable Officers and external auditors Mazars among others. 

PAC Chair, Deputy Inna Gardiner, said: “The publication of the States Annual Report and Accounts effectively ends the Budget year, and it is important that the Committee assesses whether the desired outcomes have been achieved.  

“There are several areas that we are particularly interested in including the overspend within the Health Department, money allocated to grants and grant schemes and investment in IT infrastructure.” 

It is anticipated that the PAC will release its final report by the end of July.
