Scrutiny Launches Review into the States Annual Report and Accounts 2022

The Public Accounts Committee (PAC) has launched a review of the States Annual Report and Accounts 2022.
The main objective of this review is to explore whether public funds have been applied for the purpose intended by the States and whether sound financial practices have been maintained.
The States Annual Report and Accounts represents the culmination of a Government Plan year, providing a comprehensive overview of the successes or challenges faced by the projects and programs that have been approved by the States Assembly within the allocated financial resources for that year.
The review will seek to address the following key issues:
- To assess the States Annual Report and Accounts 2022 with a focus on the precision, openness, and punctuality of the report, as well as its ability to present the Government's performance in a clear and transparent manner.
- To follow up on previous recommendations made by the External Auditors of the States of Jersey, the Comptroller and Auditor General and PAC, concerning the annual report and accounts.
- To evaluate how risks are reported and the corresponding measures taken to mitigate them.
The PAC will call to stakeholders and key witnesses for evidence, and the Committee will assess these written submissions to inform the most appropriate witnesses to invite to public hearings.
Deputy Lyndsay Feltham, Chair of the Panel, said:
"As part of its role, the PAC evaluates whether public funds have been utilised for their intended purpose by the States of Jersey, including Government Departments, Non-Ministerial Departments, funds, and some subsidiary companies. Therefore, it is crucial that we review these documents, to ensure that the Jersey taxpayer not only understands what they should be expecting from the reports, but that they are also receiving the service that they should expect."
