The States Assembly debated the Government Plan 2020-2023 from Tuesday 26th to Friday 29th November. The debate continued on Monday 2nd December.
The key highlights of the debate so far are:
Tuesday 26th November
- The Chief Minister made a statement about the Government Plan
- The Minister for Treasury and Resources made a speech to propose the Government Plan
- A proposal to increase fuel duty by 4p instead of 6p was REJECTED
- Two proposals to increase GST on luxury cars; or heavy domestic cars were REJECTED

- However, a second part of the proposal to look at reducing GST on energy efficient products and publish the impact on tax revenues was ADOPTED

Wednesday 27th November

- A proposal to increase stamp duty on properties above £1 million was REJECTED
- A proposal to increase spending on sports facilities maintenance was ADOPTED

- A proposal to remove the government efficiencies programme from the Government Plan was REJECTED
- A proposal to provide additional funding for the Youth Service Move on project was REJECTED
- A proposal to provide additional funding for a pilot scheme to engage young people from communities with a second language was ADOPTED
- A proposal to increase the Food Costs Bonus in line with inflation was ADOPTED
Thursday 28th November
- A proposal to provide funding for an infant feeding lead was REJECTED
- Proposals regarding a committee to oversee spending from the Climate Emergency Fund and to provide funding for the OceansLab Yacht were withdrawn
- A proposal to change the source of the initial £5m funding for the Climate Emergency Fund was REJECTED
- A proposal to provide £5m funding for an assisted home ownership scheme was REJECTED
Friday 28th November
- A proposal to reduce the cost of GP consultations for certain groups was REJECTED
- A proposal to increase the Long Term Care charge to 1.5% instead of 2% was ADOPTED

- A proposal to increase Social Security contributions for higher earners in order to provide more parental benefits was REJECTED

Monday 2nd December
- A proposal to remove the cap on the Long Term Care Charge and maintain the 1% rate was REJECTED.
- A proposal to provide additional funding to the cadet force was ADOPTED
- A proposal to stop parking charges being extended to 7am to 6pm was ADOPTED
