Vote of No Confidence: Chief Minister 

Deputy Tom Binet proposed a Vote of No Confidence in the Chief Minister, Deputy Kristina Moore.  

The States Assembly voted to APPROVE Deputy Tom Binet’s proposition, with 27 votes for, 22 votes against, and 0 abstentions.

Draft Planning and Building (Amendment No. 8) (Repeal) (Jersey) Law 202-

This week's States Meeting continued with the debate of Deputy Sir Philip Bailhache's proposition to repeal the remaining uncommenced provision of the Planning & Building (Amendment No. 8) (Jersey) Law 2022. This would delete the expanded definition of "develop" so that it did not include carrying out any "operation to or involving a tree."

The States Assembly voted to APPROVE Deputy Bailhache's proposition in third reading, with 29 votes for, 18 votes against, and 0 abstentions.

Amendment to Standing Orders – Political Awareness and Education Privileges and Procedures Sub-Committee

The Privileges and Procedures Committee proposed an amendment to the Standing Orders, to include a specific Sub-Committee to cover political awareness and education matters.

The States Assembly voted to APPROVE the Privileges and Procedures Committee's proposition, with 41 votes for, 0 votes against, and 0 abstentions.

Amendment to Standing Orders – States Decision Tracker

The Privileges and Procedures Committee proposed an amendment to the Standing Orders, to introduce the development and maintenance of a States decision tracker (as part of its Terms of Reference).

The States Assembly voted to APPROVE the Privileges and Procedures Committee's proposition, with 42 votes for, 0 votes against, and 0 abstentions.

Draft Cold Weather Bonus and Payments (Amendment – Extension of eligibility (Jersey) Regulations 202

The Minister for Social Security, Deputy Elaine Millar, proposed the Draft Cold Weather Bonus and Payments (Amendment – Extension of Eligibility) (Jersey) Regulations, to extend eligibility for cold weather bonuses to those receiving long-term incapacity allowance.

The States Assembly voted to APPROVE the Minister for Social Security, Deputy Elaine Miller's proposition with 41 votes for, 0 votes against, and 0 abstentions.

Draft Employment (amendment No.15) (Jersey) Law 202

Minister for Social Security, Deputy Elaine Millar proposed an amendment to the Draft Employment (Jersey) Law, allowing flexible & settled employees a contract to reflect their work pattern & make two annual requests for change in working arrangements.

The States Assembly voted to APPROVE the Minister for Social Security, Deputy Elaine Millar's proposition, with 41 votes for, 0 votes against and 0 abstentions.

Amendment to Standing Orders – Roll of Elected Members

The Privileges and Procedures Committee proposed an amendment to the Standing Orders, that the order of the roll is determined according to the length of time each elected member has held office (separating Deputies and Connétables)

The States Assembly voted to APPROVE the Privileges and Procedures Committee's proposition, with 30 votes for, 11 votes against, and 1 abstention.

Maximum Employment Probation Periods

Deputy Max Andrews proposed maximum probation periods, as amended by his own amendment, that employment probation periods should be amended within the Employment (Jersey) Law 2003 to:

• Set a maximum employment probation period of no more than 6 months

• Ensure that any employee on a fixed term contract of 6 months or less will not be subject to a work probation period

• Ensure that any extension in an employment probation period can only be made once and does not result in the total probation period exceeding the maximum employment probation period set out in the first point

The States Assembly voted to REJECT Deputy Max Andrews' proposition as amended, with 4 votes for, 35 votes against, and 0 abstentions.

Remote Participation within the States Assembly for the Purpose of Election of a Chief Minister or Minister

Deputy Moz Scott proposed that States Members should be permitted to participate remotely from outside Jersey in the States Meetings to select a Chief Minister designate and other Ministers in the new Council of Ministers.

The States Assembly voted to APPROVE Deputy Scott's proposition, with 38 votes for, 5 votes against, and 1 abstentions.
