Appointments
To begin this week's States Meeting, the States Assembly appointed Connétable Marcus Troy of St. Clement and Connétable Richard Honeycombe of St. Ouen as members of the Economic and International Affairs Scrutiny Panel.

Reinstatement of senators
Deputy Ian Gorst proposed that the office of Senator should be re-instated in time for the General Election in 2026.
Deputy Kirsten Morel's amendment
Deputy Kirsten Morel proposed an amendment to Deputy Gorst's proposal, which, if adopted, would ensure the continuation of the roles of Constables and Deputies in the States Assembly.
The States Assembly voted to reject Deputy Morel's amendment, with 22 votes for and 24 votes against.

Deputy Moz Scott's second amendment
Deputy Moz Scott then proposed a second amendment to Deputy Gorst's, calling for an assurance that reinstating Senators will not increase overall numbers of States Members and address risks of reinstatement prejudicing diversity of the States Membership.
Following the debate, Deputy Moz Scott proposed to split the vote into three sections. The States Assembly voted to reject the first (11 votes for, 34 against) second (3 votes for, 40 against) and third parts (12 votes for, 33 against) of the amendment, rejecting the amendment overall.

This morning's States Meeting began with the Chief Minister, Deputy Kristina Moore, making a statement regarding the Major Incident declared following flooding in Grands Vaux.

Continuation of debate: Reinstatement of Senators
Yesterday, Deputy Ian Gorst proposed that the office of Senator should be re-instated in time for the General Election in 2026. The debate continued on this proposition following the Chief Minister's statement.
The State Assembly voted to REJECT Deputy Gorst's proposal, with 23 votes for and 24 votes against.

Draft Marriage and Civil Partnership Amendments
The Minister for Home Affairs Deputy Helen Miles proposed to amend two laws relating to marriage & civil partnership, the effect of which would be to make those laws compliant with the European Convention on Human Rights.
The States Assembly voted to APPROVE the Minister for Home Affairs' proposition, with 45 votes for and 0 votes against.

Draft Proceeds of Crime Regulations
The Minister for External Relations and Financial Services, Deputy Philip Ozouf, proposed to make amendments to various enactments in connection with the Proceeds of Crime Law 2022, in the context of Jersey's anti-money laundering compliance.
The States Assembly voted to APPROVE Deputy Ozouf's proposition, with 46 votes for and 0 votes against.

Supplementary Planning Guidance
Deputy Moz Scott proposed that the approval of the States must be sought before the implementation of two policies from the Bridging Island Plan, both of which relate to Supplementary Planning Guidance for housing.
After some debate on the judicial specificities of the proposal, Deputy Scott decided to withdraw her proposition, with the agreement of the States Assembly.

Draft Sea Fisheries Regulations
Following an earlier proposal adopted by the Assembly, the Minister for the Environment, Deputy Jonathan Renouf, proposed to amend the Sea Fisheries Law 1994 and the Sea Fisheries Regulations 2003 to give the Minister wider discretion to issue sea fishing licences to substitute vessels.
The States Assembly voted to approve the principles of the Minister for the Environment's amendment to the Law and Regulations, with 37 votes for and 0 votes against.
