To begin this week’s States Meeting, the States Assembly appointed Deputy Mary Le Hegarat as a member of the Public Accounts Committee (PAC). Connétable of St. Ouen, Richard Honeycomb, resigned as a PAC member.

Following a call back for further scrutiny, the Minister for the Environment, Deputy Jonathan Renouf, proposed to amend the Sea Fisheries Law 1994 and the Sea Fisheries Regulations 2003, to give the Minister wider discretion to issue sea fishing licences to substitute vessels. 

The States Assembly has voted to APPROVE the Minister for the Environment’s proposition, with 34 votes for and 9 votes against.

The Minister for Social Security, Deputy Elaine Millar, proposed to stop the States grant from the Consolidated Fund to the Social Security Fund for 2023, as outlined in the Government Plan 2023-26. 

The States Assembly has voted to APPROVE the Minister for Social Security’s proposition in the third reading, with 28 votes for and 14 votes against.

Deputy Max Andrews proposed that a new Skills Development Fund administered by Skills Jersey should be created to invest in upskilling and reskilling Islanders to meet skills gaps and human labour needs across the economy. 

 

The Council of Ministers proposed an amendment to remove administrative responsibility of the Fund from Skills Jersey to consider all other options. The amendment also assigns responsibility for stakeholder engagement to the Minister for Social Security. Deputy Andrews accepted the Council of Minister’s amendment.

The States Assembly voted to APPROVE Deputy Andrews’ proposition, as amended by the Council of Ministers, with 38 votes for and 3 votes against.

Assistant Chief Minister Deputy Elaine Millar proposed an amendment to the Limited Liability Companies (LLC) Regulations, in order to make Jersey LLCs more appealing. The amendment removes the rule that an LLC must not be a body corporate.

The States Assembly voted to APPROVE the Assistant Chief Minister’s amendment, with 41 votes for and 0 votes against.

Assistant Chief Minister Deputy Elaine Millar proposed an amendment to bring the rules for the winding up and dissolution of Limited Liability Companies in line with the equivalent rules for companies under the 1991 Companies Law. 

The States Assembly has voted to APPROVE the Assistant Chief Minister’s amendment, with 40 votes for and 0 votes against.

The Chief Minister, Deputy Kristina Moore proposed an amendment to the Draft Public Holidays and Bank Holidays Act which provides for a Public Holiday on Monday 8 May 2023. 

The States Assembly voted to APPROVE Chief Minister Deputy Kristina Moore’s amendment in a unanimous standing vote.
