Meeting to be held on Tuesday 16th December 2014 in the Blampied Room, States Building Commencing at 2 p.m.

Please note:  

  1. The   Deputy  Judicial  Greffier,  Jurats  Jill  Clapham,  Geoffrey  Fisher  and  Anthony Olsen, and Mrs. S. De Gruchy, secretary to the Comité des Connétable s will attend at
    1. p.m. in connexion with item No. A4.
  2. The Assistant Greffier of the States will attend at 3.45 p.m. in connexion with item No. A9.

A1.  To receive apologies for absence.

A2.  To agree the proposed meeting dates of the Privileges and Procedures Committee for

2015 (attached at page 3).

A3.  To approve the Minutes of the meeting of 20th November 2014.

A4.  To consider the conduct of the election held on 15th October 2014, and to identify

potential refinements to procedures as set out by the Public Elections (Jersey) Law 2002.

A5.  To receive an oral update in respect of the web-streaming of meetings of the States. A6.  To receive a report on the practicalities and implications of installing 2 digital clocks

in the Chamber (attached at page 4).

A7.  To note a summary of a meeting between the Chairman of the Committee and the

Chief Minister dated 5th December 2014 (attached at page 6), and to agree next steps in respect of the following priorities

  1. reform of the composition of the States Assembly;
  2. review of the Public Elections (Jersey) Law 2002;
  1. review of States procedures including the appointment of Ministers, the arrangement of business and requirements for answering questions; and
  2. review of the role of the Presiding Officer.

A8.  To receive a report in connexion with the use of the States Building by outside groups

(attached at page 8).

A9. To consider States' members information services with regard to electronic document

access (attached at page 9).

A10.  To discuss correspondence received from the Comité des Connétable s regarding the

criteria governing the election of the Connétable of St. Helier (attached at page 11).

A11.  To receive an oral update in relation to the recruitment of SMRRB members.

A12.  To receive a report on the cost of reintroducing States members' lunches (attached at

page 12).

A13. To receive a report on the benefits of using the term Député' instead of Deputy '

(attached at page 14).
