In paragraph (c) for the words"remain at the 2003 levels for the year 2004, namely £28,609 for income support and £9,629 for the expenses allowance" substitute the words "be increased by 2.5% over the 2003 levels for 2004, namely £29,324 for income support and £9,870 for the expenses allowance;"

REPORT

The inflation target of 2.5% has been set by the Finance and Economics Committee and accepted by the States. With the benefit of hindsight, I believe that members should have shown leadership and commitment to achieve the 2.5% target at the time of the debate on 25th November 2003. It is not too late to show such leadership and I urge members to support this amendment.

Financial and manpower implications

If this amendment is adopted there will be a slight reduction in the saving that would be achieved if Deputy Le Main's proposition were adopted unamended, but this amendment will, of course, still lead to a decrease in cost compared to the present position. There are no manpower implications.
