At the end of the proposition, after the words "of the Appendix" insert the words

"except that, in Strategic Aim Three To Enhance Quality of Life', after Section  3.5 there shall be inserted the following new Section 3.6

3.6 Develop proactive policies to include people with disabilities into Island life The States will:

REPORT

As a general principle, I believe that as far as possible people with disabilities should be able to be a part of our community without the need for special consideration and that support, services and infrastructure should be provided on the basis of need and without question.

On reading the Strategic Plan I recognise that in Strategic Aim Three: "To Enhance Quality of Life": Section 3.1: "Access to Services", there is a Success Indicator "Improved Access for the disabled". Whilst this inclusion is welcome and deserves members' support, it is fairly limited in recognising the needs of people with disabilities.

Recognising that, Strategic Aim Three does have a specific Section 3.4"Plan for a long life' society" and there is also the Strategic Aim Five: "To invest in Jersey's Youth". Both of these aims are devoted to specific sections of our Island community, which of course should be supported.

I believe that there is a requirement to promote an awareness of the needs of another significant proportion of our Island community, that being people with disabilities together with their families and carers. I therefore propose that there be a specific section within the States Strategic Plan 2005-2010, which recognises and proposes a way to meet their needs.

Financial and manpower implications

As with the report and proposition itself, the financial and manpower resource implications will need to be assessed and prioritised.
