Deputy Le Claire's proposition, if accepted, allows for individual States Members to choose not to disclose to the public the contents of their speeches in a particular debate, on the basis that Members (myself included) had voted to move in camera. However, the publication of an incomplete transcript of the debate in question would be extremely unsatisfactory, in my view. The option to have debates in camera exists to protect the individuals being discussed, not any States Members who might want to criticise them. In this case the individuals discussed are, I believe, happy for this protection to be lifted, so I cannot see any good reason to allow Members who spoke in the debate to have their remarks cloaked in secrecy.

There are no financial or manpower consequences arising from this amendment.
