In paragraph (a)(v) after the words "pages 61 and 62 of the Annex" insert the words –

REPORT
This amendment seeks to tighten up the success criteria.
There is an increasing body of research which is able to differentiate between programme interventions which work and those which do not, or which have a very limited impact.
For example, providing offenders with basic literacy and numeracy skills is paramount. Hence, the correctness of the decision, made during the Strategic Plan debate, to devote more resources to this work.
While the Home Affairs Department is unlikely to throw funds indiscriminately at programmes, it is important that programmes are identified, through research and experience, which have a valuable and enduring impact.
This amendment simply seeks to sharpen up the success criteria and to ensure programme improvements are introduced on the basis of convincing evidence.
I do not believe there are additional resource requirements as any implications should be met through the existing resources of Home Affairs.
