In paragraph (a)(iv) after the words "pages 48 to 50 of the Annex" insert the words

" e x ce pt that in Objective 3, on page  49 of the Annex, for the words"Financial balance – is both a key objective and a legal requirement for States Departments. It provides the essential platform on which to manage and develop services" substitute the words –

Financial balance achieved and, in the process, the costs of each defined service area and relevant overheads identified, so that meaningful comparisons can be made year to year and with other jurisdictions."

On the face of it, it is utterly self-evident that a Department should end the financial year in financial balance. Surely, of much greater importance is that members and bodies such as the Public Accounts Committee have available financial information that enables them to reach meaningful conclusions about issues like Value for Money. Furthermore, it should be presented in such a way that a lay person can draw the necessary conclusions.

I am hoping that "Financial balance" is shorthand for the effective management of each service area and that data exists to assess whether that has been achieved.

There are no additional financial or manpower implications arising from this amendment.
