REPORT

In his statement to the States on 2nd November 2010, the Minister for Education, Sport and Culture said he was happy to accept my Proposition (P.164/2010).

I am relieved that he has agreed to seek the approval of the states for any proposal he may have to reduce the level of financial support to private/fee-paying schools in 2011, as I believe a decision of such importance should be a decision made by all members.

However, on 29th October the Deputy of St. Ouen was quoted by the BBC as saying "I have already given a commitment to States members that I will be bringing this matter to the States once I have concluded the relevant discussions I need to have with the schools concerned. States members will have the opportunity to debate the issue during the budget debate in December."

I  am  concerned  that  the   Deputy  may  not  be  planning  not  to  bring  a  standalone Proposition to the States and he may attempt to have this matter dealt with, somehow, during the Budget debate.

Therefore, I propose a small amendment to P.164/2010 in an effort to provide clarity for members and the Minister.

If approved, the proposition would read as follows –

"to request the Minister for Education, Sport and Culture not to make any reduction in the level of financial support in 2011 for the schools listed below until the Minister has lodged "au Greffe" a Proposition on this matter for debate and approval –

Jersey College for Girls

Jersey College for Girls Preparatory School Victoria College

Victoria College Preparatory School

De La Salle College (primary and secondary) Beaulieu Convent School (primary and secondary) FCJ Primary School

St. George's Preparatory School

St. Michael's Preparatory School.".

Financial and manpower implications

There  are  no  financial  or  manpower  implications  for  the  States  arising  from  the adoption of this amendment.
