After the words "the revised draft Island Plan 2011" insert the words –

  1. "except  that  in the  Social,  Community  and  Open  Space  chapter (page 278)  after  the  words  Proposal 13  Local  Development  Plans'.' insert  the  following  paragraph,  and  re-number  those  that  follow accordingly –

7.38  To  ensure  and  enable  the  development  of  community  facilities

which would benefit from a harbour-side location, to include the development  of  a  new  headquarters  facility  for  the  Jersey  Sea Cadets,  it  is  considered  appropriate  to  safeguard  some  land  at St. Helier harbour specifically for this purpose.' ";

  1. and  in Policy SCO3  Community  facilities  (pages  278–279)  after  the words within the Built-up Area;' insert the following paragraph –

To address deficiencies in the provision of community facilities, the following  site  is  safeguarded  for  the  development  of  community facilities,  to  include  development  of  a  building  suitable  to accommodate the headquarters facility for the Jersey Sea Cadets –

Les Galots site, Old South Pier, St. Helier '."

REPORT

The Sea Cadets Headquarters are currently at Fort Regent in a building which is far from fit for purpose and is now in need of major renovation. Any work undertaken on the current building will be wasted money, as they will need to move to release the area, along with the swimming pool area, to allow any development of the site.

They have been looking to relocate for 16 years. The site this amendment proposes is very sensible; in fact previous committees have made decisions to allow its use by the Sea Cadets, some monies were allocated and a full development brief was undertaken. Unfortunately, at that stage, financing became a problem and no work was undertaken.

This amendment therefore asks that the site is safeguarded for community use, to include primary use by the Sea Cadets as their Headquarters.

Due to time constrictions a fuller report will be provided prior to the debate. Financial and manpower implications

There are no financial or manpower implications arising from this amendment. There will however be a requirement for planning gain' to fund the eventual construction of a building.
